Ministry Criteria

A learning disorder characterized by specific behaviour problems over such a period of time, and to such a marked degree, and of such a nature, as to adversely affect educational performance and that may be accompanied by one or more of the following:

  • an inability to build or to maintain interpersonal relationships;
  • excessive fears or anxieties;
  • a tendency to compulsive reaction;
  • an inability to learn that cannot be traced to intellectual, sensory, or other health factors, or any combination thereof.

 

Board Criteria

The student’s behaviour meets diagnostic criteria as outlined in the Diagnostic and Statistical Manual of the American Psychiatric Association, Fifth Edition (DSM-V) for:

  • ADHD;
  • Conduct Disorder;
  • Disruptive Mood Dysregulation Disorder;
  • Intermittent Explosive Disorder;
  • Oppositional Defiant Disorder.

And, the student displays consistently poor educational performance that is primarily due to significant and persistent behaviour problems in more than 1 setting within the past 6 months.

 

Requirements

A written report from a member of the College of Physicians and Surgeons, the College of Psychologists, or the College of Nurses (i.e., Nurse Practitioner) which:

A) clearly articulates a diagnosis, and,
B) delineates the significant and persistent behaviour problems that interfere with the student’s academic achievement.

The schools must further provide: 

Evidence of academic impact and/or underachievement based on: 

  • a review of student report cards (2 terms, at minimum); 
  • findings from a standardized educational assessment illustrating below average skills in reading, writing, and/or mathematics (e.g., KTEA, WJ 4). 

Evidence of self-regulation impairment currently impacting learning based on the administration of the DBD rating scale. 

All data must be reviewed by the Board’s Psychologist to verify diagnosis/exceptionality.
